Background of the Study

Audit reports play a crucial role in promoting accountability and transparency within public institutions. In Nigeria, government institutions such as the National Assembly are responsible for ensuring that public funds are managed effectively and used for their intended purposes (Ogunleye & Adesina, 2023). However, the effectiveness of audit reports in enhancing accountability has often been questioned due to issues such as political influence, limited auditor independence, and weak enforcement mechanisms.

This study examines the role of audit reports in promoting accountability in the National Assembly, focusing on how external audits influence the management of public funds and the implementation of government policies. The National Assembly, being a critical arm of the Nigerian government, offers a pertinent case for exploring the role of audits in ensuring the responsible use of taxpayer money.

Statement of the Problem

Despite the importance of audit reports in promoting accountability, public institutions in Nigeria, including the National Assembly, have faced challenges in ensuring transparency and proper financial management. Cases of mismanagement, corruption, and inefficiency have raised concerns about the effectiveness of audit reports in holding public officials accountable (Oluwaseun & Akinwale, 2024). This study seeks to evaluate the extent to which audit reports contribute to accountability within the National Assembly and identify barriers to effective implementation.

Objectives of the Study

  1. To examine the role of audit reports in promoting accountability within the National Assembly.

  2. To evaluate the effectiveness of audit reports in addressing financial mismanagement and corruption in the National Assembly.

  3. To identify the challenges and barriers to implementing audit recommendations in the National Assembly.

Research Questions

  1. How do audit reports promote accountability in the National Assembly?

  2. To what extent are audit reports effective in addressing financial mismanagement and corruption in the National Assembly?

  3. What challenges hinder the implementation of audit recommendations in the National Assembly?

Research Hypotheses

  1. Audit reports significantly promote accountability in the National Assembly.

  2. The effectiveness of audit reports in addressing financial mismanagement and corruption in the National Assembly is high.

  3. Challenges such as political interference hinder the effective implementation of audit recommendations in the National Assembly.

Scope and Limitations of the Study

This study focuses on the role of audit reports in promoting accountability within the National Assembly of Nigeria. Limitations include potential access issues to detailed audit reports and the difficulty in isolating external factors that influence accountability.

Definitions of Terms

  • Audit Reports: Documents produced by external auditors evaluating the financial statements and practices of an organization.

  • Accountability: The obligation of an organization or individual to account for its activities, accept responsibility, and disclose the results transparently.

  • National Assembly: The legislative body of Nigeria, responsible for making laws, approving budgets, and overseeing government activities.
